Hardly. Legalization has become an increasingly popular, if still controversial, proposal among those who think that the costs of the war on drugs have overwhelmed the benefits, including some Central and South American leaders, like Guatemalan President Otto Pérez Molina. But because DTOs are dealing in far more than just illegal drugs, the disappearance of one revenue stream would not eradicate the cartels or decisively erode their power.
Al Capone was one of the most influential gangsters during the period. Born in Williamsburg, Brooklyn in 1899 to immigrant parents, Capone was recruited by members of the Five Points Gang in the early 1920s. Capone’s childhood friend, Lucky Luciano , was also originally a member of the Five Points Gang. Capone would rise to control a major portion of illicit activity such as gambling , prostitution , and bootlegging in Chicago during the early twentieth century. 
Overpopulation of the residential areas occupied by illegal immigrants, unsanitary conditions, threatening virtuous citizens. This, in turn, leads to resentment of the indigenous population forced to live in close proximity to clusters of immigrants.
